All you have to do is determine if the non-U.S. mobile number you are trying to send a message to is accessible through a participating international carrier. Then simply create your message and send.
How It Works
1. Find the country code and participating carrier for the destination where you want to send the picture or video message.
2. Send the picture or video to the number as if you were making an international call.
3. If you run into problems, confirm that the recipient is using a participating carrier.

While in the U.S., Canada, U.S. Virgin Islands and Puerto Rico picture or video messages sent to non-U.S. phone numbers of participating carriers will not be applied against any monthly text messaging allowance and are charged the following:
* $0.50/address sent
* $0.25/message received
